Pazza is good to kite at a .9m tide height to high tide but lower than that and you have to kite out through the channel to get to water .
The first time you may want to go in a medium to high tide ie. above 1.5m so you don't get freaked out how far you have to walk to get to the water.
I remember the first I went to Parham it was a low tide and I didn't even bother unpacking because I couldn't see any water there.

I have kited their at a 0.1m tide. The water line was way out at the far telegraph poles. It is a massive hike and you start to think if it is worth it. You can always kite through the weed (which is possible) to save some walking but at that height I am now not going out. I don't mind going out in the lower tides though as the water stays nice and flat.

I kited out there for so long that when I came in the water was up at the carpark.

Yeh thats a good day when that happens. Go out at low to get the flat water then kite all arvo and come in at high tide with no walk back...perfect. Just about need a camel back or something though, you get mighty thirsty. 
Been kiting parham a few times and have normally got thier 3hours before high tide so have had the flat water on the incoming tide to land up near the carpark, and if the wind comes through at the same time
I have been out in 2.3m tides and 0.7m tides. In all honesty I prefer the 0.6 to 1m tide ranges. A little bit of a walk but your legs are nice and warmed up by the time you get there.
I have been out there in 2+ metre tides with higher winds - 20-28knots and it is no where near as much fun because it gets choppy and more like a roller coaster ride. Unlike wave beaches where you can enjoy the gentle curves between wave sets it is more like a constant barrage of knee to waist high chop and can be quite exhausting.
The absolute best days I have had out at Parham have been at the lower ends of the tide, smooth as silk, cruise forever and nice forgiving waist high water for miles.. perfect for beginners to pros :)
