All that talk is just bull****, why KBV or others like PV, City of Port Phillip dont ask Water Police to take from time to time a ride along St Kilda Pier
on a windy day and fine those bloody idiots riding touch and go from the Pier,( those people are most likely to jump over kids as well), I do realize that riding Cabrinha is equell to having half the brain but I bet they understand $$$$$ and if one or more of them is fined $200 or $300 Cabrinha kites will not stick to the Pier as flys to **** anymore, problem solved, including small number of people riding other brands.
If you know who the rider in question is, can't you report his actions to the council and let them take action in the form of a warning or fines. You can report jetskis and I'm sure the council would be happier if we were proactive in self policing.
I'm not keen to dob in people but if it means preventing bans for people who won't listen, then maybe we don't have a choice.

and.. 2. every beach goer should wear a helmet.
further, the map shows: the kiting area goes all the way down to the pier and no speed restriction applies close to shore. If you have complaints about swimmers, overhead wires or weather, call Parks Victoria.
