It's already possible in at least a couple of places I'm aware of. Pretty tricky though, since the waves have no definition until they break, and it's pretty spooky too. At one of the possible locations I once caught a > 2m shovelnose shark at night (about 10pm). I'm sure there are toothier relatives around too.
Got out of the water tonight and it was pitch black
Surfed Burleigh, it was super fun today/tonight! There is a lot of light there coming from the beach/headland and a lot of stars out tonight. It was great not hassling for a wave. Snagged some epic ones! And to make it even cooler, the water was full of fluorescent organisms!
Sat evening surfs at burleigh seem to be my staple these days, always last out of the water
Used to surf in Cornwall (UK) on full moon nights. You have to feel the waves as they are hard to see. Sharpens up your senses. No big toothy fish to worry about there though. Often do distance paddling on Botany Bay and Port Hacking before dawn. Some mornings scarier than others. Best though was surfing an outrigger at Bare Island Bommie on a full moon. Awesome stuff.
There used to be an annual night surf comp at City Beach here in Perth not sure if it's still being run though.

yep city beach "at night" was the place to be when I was a grom. Nothing like a night barrel, well... night close out barrel used to claim them back then
Lights are still there so you can still do it.
