I'm pretty sure Troutty Trousers van is a Hiace and he has used PVC piping for a frame, fits lots of gear.
PVC is choice
but if you want a bit stronger, get the 25mm (ish) alum square tube with plastic connectors, like building Lego.

IMHO If space is an issue, racks particularly when they're made of wood pvc etc is a waste of valuable space.
This is my ex Telstra SWB HiAce, on the right I can fit three boards on their sides and one, up to Formula size underneath.
When we go camping i take the centre boom rack out (4screws) chuck a dble mattress in and can still fit 3board, 3sails etc under.
To save space simply pop rivet 20-25mm RHS to inside of van to support flooring.
Wrote some instructions but lost them. Basically put verticals in and then shelves between them resting on bolts.

I fitted out my high ace as per photo. Box tube with track so cross bars can be adjusted to suit. Also racks are two piece onepiece slides inside the other so I can move right side up and downas the gap narrows up the side.
Material costs were about $400 plus powder coating.
Works well and I can take racks out easily when I need to put bike in.
Can fit all the gear for two people on road trips.
1st - how many boards/sails/booms/masts do you need to carry (most of the time, for exceptions when you carry more than usual you can add roofracks).
2nd - do you plan to use it for sleeping/living as well?
Normally loaded as per photo for Slalom events, I am to old for sleeping in vans, like a bit more comfort these days.
Racked out so 2 people can load all their slalom gear on road trips.

Sorry about the grainy pic but heres my hiace fitout. Sails underneath a false floor then 25mm aluminium tube for board racks. I made the bottom rack high enough that I can chuck a matress in there for overnighters.
I racked out my Peugeot Boxer LWB van with lengths of 2" x 2" and all the wood including the MDF for the shelves and Waterproof Ply for the bed base cost around 200 euros so pretty cheap as well

As part of the build i wanted a comfortable bed for when i am away at events and need to sleep in the van so i sacrificed a couple racks for my 2 wave boards and SUP but can put these in loose on the bed base when heading to the beach if i'm not sleeping in the van. The racking in pictures 4 & 5 are of the racking when i first fitted it to the van and after using it like this for 6 months i changed it to the racking system i have now in pics 1,2,3 as i now have more space unlike in the original setup
