How big a hill do you really need?
You reckon some dunes on the beach would be enough?
First time was in Maui about 10 years ago. What I noticed first was the operator,a 6' blonde bikini clad babe that was built like a battleship. 
( I kid you not).
The only difficulty I had was deciding which way to look, up at the kite or down at the operator, both pretty spectacular. 
At that stage Kites could not go up wind.
