I'm sure sign makers do their best to accommodate the slowest common denominator, but for many even that bar is set too high.

Oops, guess I've failed. I intended my post to be a derogatory swipe at the "RATES" table within the sign. However, on reflection, I can see that the sign has good, bad and atrocious attributes. Overall, I cannot imagine the Germans or the Swedish designing something as cr@p as that.
Good: The blue and white colours. Purrfect. Go Cats!
Bad: The ALL CAPS font. Why? I hate that. Looks belligerent, indifferent, irritating, confronting. Literally "PARK YOUR CAR, BUY A TICKET, DISPLAY THE TICKET". Doh!!
Atrocious: That patronising table of "RATES". "Rates" is a misnomer; there's only one rate. My six year old grandson, Oscar the wild, can perform the maths to derive the correct hourly charges.
Why take five lines in a sign to say, in effect, "Fee: $2.50 per hour"? Simple, direct, understandable. If a motorist still doesn't know how much to pay, ask Oscar.
Then again, why should I care? I ride a motorcycle, and the "RATES" for parking that, confirmed by Oscar, are:-
$0.00 - 1 HOUR
$0.00 - 2 HOURS
$0.00 - 3 HOURS
$0.00 - 4 HOURS
What if you want five hours??
You can't. It's a 4-hour maximum stay.
So what happens on public holidays ?
