Its Perth, and on a bad day at that. You can tell its an old pic as the crowds are a lot less than now and there are no sharks.
And it's not old, they're all on short boards!
If it's an old photo, they're either on 16' hollow plywood finless things, or 9' solid balsa malibus
Bet less than ONE guy out there can drop in and make a wave at T-Poo of that sizing. The rest are just spectators looking for a close in view. Look at the boards. Most are barely 7' long. Can't drop into 10' T-Poo and make the waves with that, unless you're PRO surfing material.
Most rides there are tow in, with a few JP windsurfing, and probably only two handful of regular surfer's are able to make a wave there at that size paddling in.
