L/H dominant / R/H carry is pretty common - doesnt snag [quite] so easily in the drivers seatbelt, and standard training in law enforcement is to be proficient with non-dominant hand as well as regular hand.
The holster is "riding high and tight" so it is concealed by the wearers coat - but still gives rapid access [think plain clothes police looking like your average businessman]

The "high and tight" holster and the type of hangun he is carrying are also very compact and flat - again giving better concealment and less likely to snag.

Another reason - it could be a "backup" handgun, although these are not so common these days - since modern semi-auto's have greater capacity and faster reloading in comparison to the olde schoole revolvers.

[mind you - with decent training and practice, revolvers can be better than semi's]

2.
This was an "ice breaker", filmed at the opening of a firearms training course for either police or security personell - the type of people who are expected to carry weaponry during thier working hours [and often after hours as well]
