Why don't kitefoil racers have even smaller foils?

I wingfoil and twintip kite.Watched the Olympics kitefoil racing and understand they lean over so much because at speed the foil generates so much lift the would otherwise lift out of the water. To avoid tips breaching they have to lsubmerge a lot of the draggy mast. So why don't they have even smaller foils so need to lean over less with less drag? I guess the diving kite gives enough power to get up and going whereas with winging it is much harder to generate power/pump smaller foils up?

The race course is a windward/leeward. They need big Foils to optimize upwind performance. The lean angle it to vector the lift upwind.
