Apparently, this has been a long-standing issue at Hobie Beach

and had been addressed earlier.

But not unlike the laws we have in the US, if they aren't proactively enforced...

or

another way to look at it is -

knucklehead's will continue to be knuckleheads, despite awareness.

I hear that Hawaii is known for their 'local' enforcers.

We need to 'police' our fellow kiters better

and call out the kooks before things escalate to a ban like this.

I think that things like that can happen only in USA, the biggest fools were the people responsible for beach safety by not enforcing the ban much earlier.

You can blame the authorities as much as you want but the primary people to blame are still the douchebag kiters.

Yes I do blame the authorities for a very simple reason ONLY they have legal power to enforce the rules and in fact they have a duty to do so, the problem is it means extra work and what is it the authorities hate most???.
There are some unruly kiters in every spot in the world- most in USA of course ,there is a handfull in Melbourne but can you blame them( in comparison with Americans they are like kindergarden kids), perhaps they have to ride near the Pier and Slipway or shoreline to show off to compansate for some psycho or emotional problems perhaps they have been born to disobey the rules and not follow commonsense in kiting in such case no amount of discussion on this forum is going to change this
ONLY the authorities can do that, the easiest way for them is just by introducing a ban on a particular beach, unfortunately in such case they punish all not a few guilty ones.
IMHO we should force them to act diffrently( read do more work!!!!!) and enforce the proper behaviour by others methods.
There are a few ways to do that, a few weeks ago I did suggested one in case of Cab kiters in St Kilda riding a touch off the Pier- the only way to change this is to give them a say $300 ticket or perhaps to confiscate one or two kites I bet all my kites that noone will ride by the Pier showing off anymore, what could be more simple, the problem is how to force Water Police to take a ride by the Pier on a windy day, my suggestion was that KBV
could ask for it, in response they gave us phone number of the Ranger in charge, obviously my idea was bad, perhaps someone has a better one,or perhaps we just talk on this forum about all bad things happennig in St Kilda
and wait for the authorities to ban kitting in kiddies pool-without a doubt the best place to kite in Melbourne.

If they wern't being dickheads the world would be a better place for the the rest of us.

The aurthorities are just our way of dealing with it so most of us can try and lead normal lives

Do you really think they're too lazy to enforce it? You don't think they have other more important issues?

Its about resources. Believe it or not, the government doesn't have an endless supply of resources to pay cops, rangers, etc. So the highest priorities get dealt with and the lowest ones don't.

I still think the simplest solution is a picture along with name and shaming the individuals. Nice little photo so everyone can see the guy is a complete douchebag, and a description. That way when the bans start, people know who to have a "chat" to.

And yes, we do still blame them, not the police. I guess you were one of those people that blamed the cops for the high speed chase that resulted in 3 deaths?

No I was not one of them, it was simply collateral damage.
You know very well that "a talk" to offending kiters will not achieve anything, you will get either a mouthfull or polite yes thats right and next thing you see is the same person doing the same thing again.
A photo and so on is a great idea but do you have capacity to do that, I dont think so, go back a few weeks and recall that KBV WAS AFRAID to do such small thing as to realease the name of the offending kiter known to them, correct me if Im wrong, perhaps I didnt get it right.
