We did a Portugal road trip in June 2006. The Algarve was where we got the best wind, most days was 18 knots SE. We spent most of our time kiting Ihla de Faro, which is a sand island reached by road bridge. You are limited in the beaches that you are allowed to kite but the crowds are not too bad in June. There was nobody on the beach when Portugal was playing in the World Cup.

Other friends went in 2008 and rated it better than Tarifa.

I had a different experience when I went last August. I know that you said that you are going to Algarve, however I found the most consistent wind at Guincho beach outside of Lisbon. - does get a bit crowded, but really fun kiting atmosphere, plus if you're lucky, you could get a wave in at Peniche (although it's summer and not always much swell). Water is a little colder than Algarve though. I also went kiting in Lagos, some really nice flat water lagoons but the wind was a bit lacking. I also went to Faro, but there was no wind the couple of days I was there.

PM me if you want any more specific Info.

I travelled up along the coast in the first week of last June, from Guincho. to the Spanish border, The best spots with some guys kiting were to the north just before the Spanish border sort of reminded me of WA conditions a lot, Atlantic is pretty cold though. Guincho has messy waves
