What your arrows are telling you

Its really just semantics, but has anyone else wondered if the wind speed forecast or reported on sea breeze is the measurement at the top, centre or bottom of the arrows?

(The height of the arrows from top to bottom are about 5 knots).

I would like to know what the measurement given actually is.

An average over that 9-10 minute period or the max wind speed?

Wonder the same about the forecast.

The measurement is defiantly from the centre of the arrow, as far as what the measurement actually is, i presume that its an average, while the gust (grey arrow in the background) is the max wind speed over that period of time.
