no anti-fouling??

Saw this boat today along with a few others that appeared to have had their anti-fouling removed and no new anti-fouling painted back on. I noticed it on 3 boats as I was kayaking around.
Curious as to what is going on.
Will they just scrub the boat every few months?
Is there a new clear one on the market?

Can anyone comment on vinyl wrap ? Seems reasonable above water , what about below ?

definitely vc offshore seems an expensive option for a non performance boat

Anyone know what design of boat this is? The mast seems unstayed and way forward is it a cat rig?
