Perhaps a little context would help on this one:
I was stationed on Oahu in the US Coast Guard for a couple of years. White Plains Beach, which is where the dude is singing about, is on the SouthWest corner of Oahu. There used to be a massive Navy base there and the white plains beach was on the base. There was always lots of tension as the locals didn't always have access to this beautiful little spot.
The fence the guy is singing about is literally on the edge of the Navy base and was the dividing line between the base and the free world. I met MANY great locals at that beach and had the opportunity to surf it for 3 summers in a row.
"The Coast Guard Air Station, an NAS tenant, remains at Barbers Point, which now serves general aviation on Oahu and hosts units of the Hawaii National Guard. The Navy has retained 1,100 acres for military housing and family support facilities. The 2,150-acre section ceded to Hawaii is now officially designated the Kalaeloa Community Development District."
I'm stoked to see the land was given back to the Hawaiians (most of it any ways) and that they allowed the USCG to stay there as they perform a great service to the islands ( www.pacificarea.uscg.mil/Our-Organization/District-14/ ) .
Any ways, I hope this helps to clarify what the "fenceline" is.
Also, I guess the "secret" is out now.............There is a Jetty in the backyard of the Coast Guard Station that cranked when it was big on the west coast/north shore. The swells would wrap around the island and absolutely work this jetty. It is a bit fickle when it gets bigger, so we had first notice when this thing went off. The number of times I surfed this OH+ with only a few other coasties was unreal!
NO WONDER THE LOCALS WANTED IT BACK!
