Bubbling uneven board surface toward nose, what to do? can it be repaired? Board lives in the tropics can bring back to Sydney if repair possible and where?

It is osmosis. It happens if you keep it in warm humid air, such as inside a wet bag.

Or is it a delaminated air bubble?

Not sure how you worked that out maybe you should understand what you are talking about before making comments , or maybe you a representing manufactures that don't make boards correctly or those that use inappropriate materials .
i still have my old Nat Young surfboard which I used to transport wrapped in a wet blanket no bubbles yet 30 plus years old , stored damp in the run etc
If a board has moisture in it during manufacture that can create the bubbles , alternately cheap pores outside finishes also let water enter the board .

To fix properly you need to fix the whole surface just not the individual bubbles very costly , make sure you get someone that knows what they are doing
