I would recommend building it, testing it, prove it works then go the board manufactures.
Seems to me like you are going about the process in reverse.
I also wouldn't be bothered about sharing your design, most people are too busy/ lazy to copy anything and there is no money in windsurfing anyway.
Also FYI whilst the the sail does push 'down' on the board sometimes, when you are planing properly the sail is often raked over the sailor so it actually provides vertical lift. There are lots of examples of this... jumping would be the obvious one.

A lot of people may disagree with me but you can find boards shaped in the 70s that dont look that different to modern boards; and sailing and kiteboarding are now faster record holders.

This is a windsurf trimaran. That is one possible route to take for a bi-directional windsurfer with J foils.
Sailrocket is a uni-directional speed machine. Some speed windsurfers have only one boom side and an asymmetrical fin. It would be a lot easier to design a unidirectional J-foil windsurfer, but a bi-directional one could be done where the leeward J-foil was clear of the water.
I have read an article by Kevin Pritchard where he mentions the Starboard designer Tiesda You (who is a small guy) keeping up with Kevin speedwise by using a trimaran windsurfer he had built.
To be honest, I can't see why that trimaran board would be as fast as an early '80s Div 2 board or a Raceboard, if you want something for light winds. That low-prismatic shape was tried but it was slower than a high-prismatic shape. Skinny shapes don't plane well and if you're not planing, a longer U-bottom shape is better.

the I pays homage to the isonic because the ifoil boards are made from recycled isonics that have hit fish.
