I've got another great idea, arm every child under ten with handguns to protect them from bullys and kiddy fiddlers. What could go wrong??

I think the idea has merit with certain limitations, for instance all third world immigrants that want to immigrate to western nations would be required to wear one for a negotiable length of time. They would not be forced to wear it because they could always decline to immigrate, nobody is forcing them to immigrate.
After they keep their nose clean for a while and gain proper employment it could be removed, sort of a training collar if you will.
Also muslims in war torn countries could be forced to wear it, this would be a lot cheaper and safer for all involved as opposed to bombing them.

^^^ You've just described a house-arrest bracelet.
Can be fitted with GPS locators, drug & alcohol sensors etc.

Very similar here, with boat immigrants. How much cheaper and most effective could be locating all boat immigrants straight on Australian soil instead on foreign tropical islands. Put into specifically described geographical regions, under 24/24 control/ remote supervision.
Free to integrate with our population , even productive when allow to work but under strict rules of wearing id collar.
Don't wont to wear a collar ? Don't come on the boats here.

Australia should have Navy frogmen slip into Indonesia and attach gps locators to the bottom of all the boats
