Its got a spark plug, some sort of pressure chamber, and by the look of it some way to get fuel into it. Probably some way to pump compressed air into it too.
So, I would say.. no idea.

Yep your right it's a jet/rocket thrust engine on the back of a bike
It was the spark plug and the little flared exhaust bit that gave it away for me..... Had no idea of the application.
