I have the luxury of being able to go to anywhere in Asia every other month for about nine days over the next two years, so lets hear from you all your recommendations and put downs.
Been to Boracay, Philippines many times windsurfing years ago so know about their famous Bulabog beach (east coast) which once was full of pole dancers (me) and now kites. Season is November to March from memory. All flat water and lots of sea urchins beckoning at low tide, but the wind is consistent. 12 meter kite would be the average I suppose.
Kited at Nai Yang near Phuket airport, West Coast of the island, many times but really disappointed with the lack of consistency. 15- 17 metre territory- forget it.
East coast of Thailand at Hua Hin in the Gulf of Siam, similar comments. Wind unreliable and the water temp like bathwater at about 35C with everyone wearing stinger suits. Big kites.
Singapore, south coast, go as big a kite as can, forget it.
Papua New Guinea, particularly Hula southeast of Port Moresby, is epic in the trades from March to November. I windsurfed there many years ago. It would have to be 9-10 metre kites. Does anyone regularly kite there now?
Likewise Fiji, great wind back then riding my old F2 Sputnik, and also in the same trade-wind belt has good wind. Where are the go-to spots now for kites?
I am about to go to Mui Ne in Vietnam so will report back. I may come back speaking Russian.
Heard that Okinawa in Japan could be good but little info seems to be available.
Phu Quoc in Vietnam, anyone kited there?
Also, bits of Indonesia have lots of potential but want to learn more, especially where there are waves.

Don't go to Mui Ne. Massive choppy shore break, wind is nice though. Conditions in Vietnam are not better than back home. Boracay in the Philippines would be nicer.
I too am interested in the matter, and have really only considered Vietnam (mui ne) and Phillipines (Boracay and Palawan) as I am facing an impending holiday with the girlfriend early in the new year.
Was considering Thailand too and buying a big kite just to get out on the water and cruise.

A mate of mine went to Cambodia. Said it was a bit fickle but not too bad. Nice and warm

now thats a statement considering bulabog is tide dependant and full of sewage sea urchins and rubbish skirted by powerlines and lady boys..... actually it is a fun place isnt it :P
Muine , been there 15 times over the last 7 years , wind is like clockwork 20/35 plus nearly all season , November to march
Shore break can be a bit steep at times depending on the direction and can get busy with out of control learners, around the eastern side of Muine move waves some times ,less people ,can be more on shore ,phan rang up the road a few hours smooth water inside with a small break outer reef, less people
Many other breaks either direction , muine has the resorts and great place to start from

How about Zhunan in the North West area of Taiwan?
The wind funnels between China and Taiwan, so it gets fairly consistent strong winds. Mainly 7's and 9's used.
Unlike most kite spots in Asia this one is super-easy to get to. Fly into Taipei, and take about a one hour transfer.
Small waves, choppy water (but at certain tide levels it flattens out), and there is a river mouth nearby if you want to play in flat water.
The beach is long and wide, but the sand is fairly dark in colour and the water is murky due to the churning of the sand.
We always stay at 'Spot' beach club. It's a beach shack with cheap dormitory style accommodation, but it's comfortable and a usually there's a good crew hanging out. They sell beer, soft drinks, and water, and some limited food. There is no kite shop there, so bring everything you think you will need. The last trip I stayed 3 nights, including all soft drinks (To add to my Bourbon), and one breakfast, totalled 2600 NT (USD $82) Transfers were 1500 NT each way (USD $47). It's pretty common for some of the regulars to do downwinders too.

Call Jan or Karen at sunrise bnb. They'll pick you up from the airport, rent you a bike
and point you in the right direction with food, plus take you kiting if there going.
It pisses wind and theres no one around. Few different setups, but the one just down the road
is a bay about a km across with a right on the other side, two peaks in bottom and a feathering
bank in the middle. Not epic wave setups, but good enough.

I stayed in phu quac about 2 months ago in Vietnam. I was only there for 4 nights (because we left after not enjoying it). Winds at that time only seemed to work on to happen between storms. and the side that has the onshore wind also takes on all the rubbish. I have no problems kiting in the swamp end of altona in melbourne, but there is no way i would dip my big toe in the water at Phu Quac.
Mui Ne. Busy in the water but reliable wind in high season (Nov-March). I was there Dec 2016 (for the 2nd time) and it was the worst December they'd had in years. Still got out kiting a few times. Jan apparently got a lot better. January 2015 had cross-onshore wind every day 15-25 knots getting stronger each afternoon. Saw one 35k day. Shore break is not a problem if you're after open water rather than waves. Head north about $10 in a taxi to (can't remember the name) to a beach with a surf break that is good but lots of rubbish on beach.
Phan Rang: good shallow water place with a shack on beach for food/beer. Think it was north of Phan Rang town/city. Day trips to Phan Rang north from Mui Ne or south from Na Trang. I've heard it's more reliable.
Ask locals or instructors in Mui Ne. Often they gather people together and hire a minibus with a driver for a day trip. Maybe US$50 per passenger. Great place.

I am currently at Kitesurfing Lanka - Mannar Camp. Epic location, great winds (some days too light mornings but picking up in the afternoon, some days too strong for my taste, like today).

I am unlucky enough to have some holidays early October. I am trying to decide between a kitesurfing holiday or trying to catch the spring snow before it melts. I would prefer kitesurfing and was hoping to go to Asia somewhere (Mui ne?). But all the reports for wind at this time are not very encouraging, and I am not a fan of ling around doing nothing waiting for wind. Any suggestions, comments, encouragement would be appreaciated.

Rote Island west Timor potentially excellent. Dragged my kites there but got a windless week in July. It does get plenty windy if you check wind guru etc and a really nice laid back Island!
