Its easy to have a thought bubble but much harder to actually sit down and address the problems.

Yeah, but there is nothing for the Murray-Darling or the little fishies... Where are those projects? Replacing an internal combustion motor with an electric motor is hardly rocket science these days with the availability of good battery packs, battery managers, and electric motor controllers. For skateboars or for cars, they are pretty easy to get.
On the other hand, I would be impressed if you designed and built the circuits yourself, but you didn't. You just plugged together off the shelf parts together.
Good luck with replacing those hydraulic rams with electric actuators. I have never ever looked at them, but I doubt you can get ones that are as fast or cheap as hydraulic rams. The big question for a lot of these things would have to be of course, "why?". Not everyone wants to trade a simple diesel engine that is cheap to buy fuel for with an electric motor and batteries.

Build! I think its a good idea, but I am sure the government has some reason for saying no. They probably want to reduce the risk caused by people risking it and staying in their shelter and dying or causing someone else to risk their life rescuing them.
I think you could make a bushfire panic room that was also useful for storage.
Just make sure you read up on it as sometimes there are things that fail when you wouldn't expect it. Not that I know what they are.
Around here in New England, the diggers seem to be going flat out building new dams on farms; there is about one per km within 200m of the road into town, because people think the climate has changed and rainfall will be less reliable. The busiest and most harassed man in town for ages has been the guy with the biggest irrigation shop, particularly at the moment, for the same reason. 19mm fire hose is out of stock on most of the east coast. The farmers - the ones who are out there every day and who have long records of rainfall, temperature etc - are saying that the climate has changed and they are putting their money on it.
It's the suburban Libs who are denying climate change, because they can just turn up the air conditioning and a hose.
