The West Australian papper today released the new set of rules for the beaches this summer.
No Umbrella bigger than 3mtrs and no kite flying or toy vehicles on the beach.
I hope they don't mean no power kites at cott, Issos.

Most of those seem pretty reasonable rules for a beach like Cott on an average summer weekend when it's packed with people. It's all about how they are enforced - as long as they are saved for those hectic weekends when there's a ****load of people I don't see the issue.
Edit: Okay, not toy vehicles is a bit rough - toy vehicles are sick as! But the rest of them seem pretty reasonable.

Well that special kind of American Freedom we all love to hate starts to infect Australia is the way I see it, driven by litigation. Don't thing you can do anything fun for free in teh near future.
Fight the idiots coming up with this kind of crap - yep, and i also bet the instigator (probably one person with a chip on their shoulder about youth) don't use the beach anything like the amount we do.
It is pretty much discriminating against the fun that younger people like to have, and the older generation had. You make up too many rules and teh future generation will end up with no common sense whatsoever and I promise things will get worse. Educating about mutual respect is far more important.
These bylaw proposals are in for a rough time - I just hope people actually bother to lodge a submission against them rather than rely on someone else - then its too late..

dirty harry this is how all the control methods start, slowly, then you cant take a pee without applying to full council for a licence, we are already way over regulated
laws are needed but respect is the key and most people have some of that, whats next minimum bather sizes, no hats with corks, meters on the beach for your 2m2 on sand billed at $ 1.50 per hour per person, extra for your umbrella(under 3m2) and providing its in council colours and stood on an angle of 10 degrees in concrete footing on compacted sand(after planning and building approval of course), oh and you have to book 6 weeks in advance for your spot and approval that you are an appropriate upstanding member(with public liability insurance), no laughing for more than three seconds at one time and definatly no farting(maximum fine $1 000 000 each pop)

I'm no lawyer but don't they need the rules to be available for those times when some fkwit can't use common sense (which seems an increasing phenomenon these days)? I'd much rather there was a rule that said "no being a fkwit", and then allowing someone with a bit of common sense to enforce it, but I'm guessing that's legally difficult to do so they need some detailed rules?
To my mind most of those rules are fine - depending on how they are enforced. I can think of situations where just about every one of them seems entirely reasonable (except "no toy vehicles" - man I ****** love toy vehicles!!).
Have a read of the "keep left" thread. There's a fair bit of talk about how traffic in some countries flows much better than it does in Australia - in many cases its not because the speed limit is any different to here, but because of how it is enforced.

SOME of those rules are necessary to enable the enjoyment of the beach by everyone (ie- no alcohol)
SOME of those rules are to limit litigation- no digging big holes, no glass etc
SOME of those rules encroach on the free enjoyment of the beach and are down right ludicrous in a country like ours. No toy vehicles ?
The thing that is concerning for myself is that regulation, rules and governance are destroying our ability to enjoy ourselves. In South Australia one local council requires you to lodge an application and obtain a permit for a game of beach cricket- no joke.
Where will it stop ?
i am abe to see the issue , some people cannot see that the chances of these being enforced are virtually impossible unless they devote tie and resources to have a ranger there 24/7 . Obviously during peak times they will but most times it wont count for dick . People just need to take off their tin foil hats and stop acting like its the end of the world .
How many people apart from weta are ratepayers in that council ? Don't like their rules then go to another beach . Seriously all other beaches have very relaxed laws . Cott council is obviously thinking they are better than they are . Personally its a **** beach and there are much more enjoyable ones either side of it .
I reckon they should just stop public transport running to Cott that would fix most of the problems

I have lived in cott and close by all my life. Dont think ive been to Cott beach once in the last ten years (rather do leighton or swanny for example). Its a great place to get your stuff stolen and if your lucky you'll get a car park within 1km on weekends. So popular with tourists and people from other suburbs and to a degree it just gets flogged by people who couldnt care less about leaving rubbish etc.
Whilst i believe there is an over exaggeration of how much rules are actually changing, some are pretty rediculous.
one i'd really like to know is, with 1000 people in the water on a sunday, how the fk are you going to track down that one kid who jumps off the groyne?
I reckon they should just ban people from going outside. Make it so you get all your sh!t delivered to your house by robots.
My take on all this (if those crazy sounding proposals really are for real?) is that its all about protecting the city coffers from the liability claims.

Same reason they insist on kiters having PL insurance on their other beaches. It keeps the lawyers one step away from their investment portfolios.
I think it was Cott that was the one that was sued for 20mill (or something ridiculous) by some legal savvy quadraplegic who busted himself up in the surf. Sad for the guy 4 sure but hardly the councils fault .... you might well think. But the courts didnt. Now we have "Beware of Dumping Surf" signs at every second beach carpark in WA. Even a few that dont have surf - go figure!
Dont blame the councils for this extreme stupidity. 21st century society is to blame.
That means all of you ..... & me too I guess.
