people really are thick as two bricks . The only time this is going to be enforced , doesn't matter if it's WA , NSW or wherever is if you get picked up by sea rescue and you don't have the correct gear .

Could be interesting kiting in Geraldton at the Pt Moore lighthouse as this is exactly where the new sea rescue building is located and they have a first hand view of everyone entering the water.
